I do a lot of "budget" hotels and this one is about average, for the most part. The staff is top notch though. Seriously go above and beyond to help.
They've recently put down new carpet (at least on the second floor) so I know they are trying to update. But it needs so much more. I think I'd go with chairs and desks next. Years of gunk in the crack of the desk is pretty undesireable. Then I would do window coverings. They are looking really rough.
Bathroom, floors, and beds were all terrifically clean. Housekeeping staff was wonderful.
They have 5 smoking rooms-a rare treat these days! They are all on the second floor. The smell wasn't bad though; they use a lot of air freshener but it's not invasive. As long as they have smoking rooms available, this will be me go to place in the GTA.
Lots of free parking, not much scenery, and probably a great location when it isn't construction season. Be sure to approach from the south so you don't have to try to turn left on the busy street in the construction.
I didn't try breakfast, as there is a refrigerator, microwave, and coffee maker in the room. I got to sleep in! Tons of free parking. Windows that open.
The biggest negative is the wifi. Several login options are available and you have to sort of try each one to see what will give you consistent connection. It is INCREDIBLY slow, even when the connection is good. Not a great place to work if you have to be online to do it. That is a huge drawback for me, as I typically take these short breaks to do some writing or research. For this reason alone, if they didn't have smoking rooms I wouldn't bother to be back. I need good wifi.
Basic cable, but it's enough. Heat/AC was controlled by a remote-I put batteries in because they were missing. That was a bit of a learning curve. Hopefully the units are on the "replace" list as well.
Great sleep, not too loud, even with dogs allowed. Good budget hotel in an area where those are a rarity. There is a restaurant/bar onsite but it was never open when I was down there, so I don't know if it actually is operational.

Very clean and friendly staff. Work and maintenance being done outside so outside needs some work but I would definitely stay here. Road construction on Young but not a problem. Continental breakfast available.
